This song gets its title from its lyrics, which are just "woo hoo" repeated a bunch of times. The drummer and guitarist each get to have an instrumental break. It's a fun little bit of rockabilly.
The Rock-A-Teens were from Richmond, Virginia and were originally known as Boo Walke and the Rockets, after their guitarist, Milton "Boo" Walke. "Woo Hoo" reached number 16 on the Billboard chart but the band's followup single and album were unsuccessful. They broke up shortly afterward and did not continue in the music business.
"Woo Hoo" has been covered by a number of other groups under a variety of titles, including bands from Scotland, England, France, and Japan. The Japanese cover is by the all-female band "The 5.6.7.8s"; they performed their version in the Quentin Tarentino film Kill Bill, Volume 1.
